How many people and which facilities are exposed to a hazard, before any event — a baseline for preparedness.

Use Case 1 · Risk · before the event. Compares a hazard layer against a threshold to build a hazard mask, overlays population and facilities, and aggregates exposed population and facility counts per subdivision.

The hazard and population grids in this version are synthetic so the pipeline can be exercised without large downloads. Swap the loaders for STORM / Aqueduct / GEM / GlobFire rasters and WorldPop / GHSL to make it real; the method (mask → overlay → zonal statistics) stays the same.
